The transportation plan can become a essential component of a total stragtegic plan when it becomes an intergral part of the other functions within the business. A transportation plan may contain new or revised decisions pertaining to possible changes in the distribution channel, facility locations and even marketing approaches that may be based on overall transportation costs.
In any transportation plan there should be a mininum of three phases. The first would be strategy and how to maximize the resources of the company such as transportation patterns and lane volumes. The final strategy should lead into a developmental plan. The second phase should be a tactical plan which is operation specific based on detailed analysis. The final phase is the implementation of the the plan which must track the results of the overall plan.
